Crisis in question of coastal drilling

Democrats failed in attempt to resurrect a bill to punish price extorting at the gas pump while maneuvering to block Republican's try to expand offshore drilling, an idea obtaining in popularity amid $4-a-gallon gas prices.

Proposal which would enlarge continuation of the ban on oil and natural gas drilling in coastal waters was postponed until later this summer after it became apparently clear that Republicans may have the votes to lift the drilling moratorium.

While Democrats were preparing number of proposals before lawmakers leave for the July 4 holiday recess, Republicans gained that they were being blocked from achieving a vote on whether to end the ban on offshore drilling or not.

Last week GOP presidential candidate John McCain and President Bush demanded the end of the blanket prohibition on energy development over 80 percent of the country's offshore waters. Republicans fought for the end of offshore bans which would allow more domestic oil and gas production.

The House Appropriations Committee put off consideration of an Interior Department spending bill that included continuation of the offshore drilling ban. Similar spending bill was postponed in the Senate as well. Republicans proposed to end the ban and allow oil and gas development 50 miles from shore in all U.S. coastal waters.

Meantime, Democrats failed to get the votes needed to make gasoline and diesel fuel price gouging a federal crime.

Democratic leaders remain strongly opposed to the drilling moratorium. "One way you deal with this problem of supply ... is to force oil companies and gas companies that own permits to drill them," said Illinois Rep. Rahm Emanuel.

Emanuel quested whether Democrats are concerned the GOP drilling measure was getting support and that Democratic leaders were refusing to allow it to come up for a vote. He emphasized that Democrats will soon push legislation that would need oil and gas companies to explore and develop the waters on which they already have federal leases. Oil companies “are using this crisis as an excuse” for a grab of additional federal land and waters, revealed Emanuel.

Chris Cantell Discusses Markets: Dow ends up 152 on decline in oil, Bernanke talk

On Tuesday Wall Street did not end up as well as before because of the oil prices which fell down for the second day. For example the Dow Jones industrials had more than 150 points. Other commodities also declined.
Companies as Fannie Mae and Freddie Mac had some problems and other investors were quite worried about them, because their financial situation made the prices lower.
During these financial problems there were few speeches from the main chairmen of few companies, for instance Federal Reserve Chairman Ben Bernanke, Treasury Secretary Henry Paulson and JPMorgan Chase & Co. Chief Executive Jamie Dimon who brought a bit of optimism to the market.
According to Bernanke, who had a speech about mortgage lending, the central bank will try to enlarge its tendency to help investment banks. Paulson and the Treasury secretary were both satisfied with the way how Freddie Mac and Fannie Mae eventually raised the money.
Whats good about it is that this drop of some commodities prices helped Wall Street not to fear about inflation. As the global economy is slowing down, also demands for raw materials and energy are declining. Probably the drop of these commodities was a big signal for that. Most of them for example gold, silver or others are declining together with oil.
This worsening of housing market is connected closely with the banks because it damages the chances for banks to make loans. Banks often invest in a risky mortgage debts. But we will see if the investors will find more optimism about it.

Let it be

Economy, economy and economy. Isn't there any better topic for talking? Newspapers, TV shows and news, radio stations, Internet and even women magazines are full of it. Please we need something new to talk about not only constantly listen about economic stagnation and indexes falls and whatsoever. There is lot of topics in here I would bet that most of them are even more interesting than this one. So why are we still filled with these news? Just because the economy is like a spoilt child. Is like our only child which must be monitored, which must be watched all the time not to do something wrong. It is our future and our present prestige. And that's why when there is something wrong going on, lot of people just enclose it, watch it and try to do anything what could stop this degrading process. Unfortunately, economy (just like a child) will hardly do exactly what we want from it. And after all our efforts to improve the situation, we are failing again.

Of course the news from our financial markets are bad again, maybe even worse than we expected. And even though I am using this sentence so often, there is always a situation which surprise us. Frannie Mae and Freddie Mac fell to the lowest levels they remember in nearly 20 years. The Dow Jones is down more 175 points and so on. The biggest problems are with Fannie and Freddie which want to wipe out shareholders' equity in both companies. As said John Merrill, chief investment officer at Tanglewood Wealth Management: “The degree and depth of what's happening in the financial industry is beyond anything we've seen in decades.” I know that I am not economist or any kind of expert, so my words will probably seem crazy for those who are, but anyway – I am fed up of that all economy this and economy that stuff. I know that we are probably very depend on the situation there, on prices of oil and goods, but anyway. I am not going to be slave of it, like a mother to her spoilt child. I know that being quiet won't help to improve the situation, but talking don't do it neither. So would it be such a big problem to let our spoilt economy be? Just for a while, just like we let our kid alone when it is too wild?

Chris Cantell Discusses Markets: Back to school: Shaky economy hits kids

Vacations are still shorter and shorter by every day and pupils and students await their first day at school. Some of them will experience this first time but for the most of them it will be just another start of the school year. So some of them are really impatient and are looking forward to school. But older students usually aren’t as enthusiastic by knowing this fact.

The beginning of the school year usually means less of freedom and entertainment for pupils and students and less money in their parents’ pockets. Especially this year the beginning of the school year is going to be more expensive than it used to be in last years. The reason why it is so is high level of oil and other petrol. Especially in United States where are special buses which carry children to the school. Pupils just take it right in front of their homes and arrived right in front of the school. So they are safer than crossing roads alone on their way. It is true that only almost one half of pupils and students use this possibility, but this “joke” means huge costs. And these costs are assured by the school’s, district’s and parents’ budget.

So some districts in America have found out a possible solution. This should save money needed to assure the transportation to school before the lessons start and from school afterwards. So the solution is to cancel Monday lessons in order to keep students at home what means then the need of transport is not necessary. So schools and the others would save relatively big amount. Of course in this case students would miss the time, education and knowledge which they would acquire during Monday lessons. So they will have to spend at school 10 more minutes every other day. Almost everyone consider this to be an excellent idea. But on the other hand some people can complain they have to “employ” someone who would take care of their children during this one free day of the week. But this idea of shorter weeks is very popular mainly in rural Minnesota , where people usually work from their homes, because they usually are either farmers or entrepreneurs.

Anyway, I think people would accept any good solution or idea how to save some money and live properly. It is difficult while they have to spend much money also for children’s lunch, which is more expensive again; to purchase some things need for the lessons, as exercise books, pens, rulers, etc. as well as some new clothes. And many of them couldn’t afford this if there were no possibility to spare some money…

Ekonomika, ekonomika a ešte raz ekonomika. To už naozaj nemáme žiadne lepšie témy na rozhovor? Noviny, televízne show a správy, rádiá, internetové správy či dokonca ženské časopisy sú toho plné až po okraj. Potrebujeme niečo nové a čerstvé, niečo o čom sa dá normálne rozprávať. Nutne potrebujeme iné témy, pretože bežný smrteľník nedokáže neustále počúvať o ekonomickej stagnácii, o posunoch na trhoch a o poklesoch indexov. Je tu množstvo tém, ktoré by sa skvelo rozoberali pri čaji či káve bez toho, aby sa nám automaticky dvíhal krvný tlak. Tak prečo to neustále a do nekonečna rozoberáme? Nuž azda preto, že ekonomika je ako rozmaznané dieťa. Je ako naše jediné dieťa, ktoré musí byť sledované, musí byť prísne strážený každý jeho krok, aby náhodou neurobilo niečo, čo by nás zruinovalo alebo nás pripravilo o našu prestíž dobrých rodičov. A tak sledujeme deň čo deň čo sa deje, a keď sa chíli k niečomu zlému, všetci ho obklopíme a snažíme sa zo všetkých síl, aby sme tomu zabránili. Nanešťastie, ekonomika (presne ako dieťa) len ťažko bude robiť presne to, čo jej povieme. A tak po toľkej snahe dosiahnuť aspoň minimálne zlepšenie, aj tak znovu prehrávame.

Samozrejme, že novinky z našich finančných trhov sú opäť zlé, možno dokonca horšie ako sa očakávalo. A hoci túto vetu používam viac ako často, vždy sa trhy dostanú do situácie, ktorá nás prekvapí. Frannie Mae and Freddie Mac klesli na najnižší level, aký si za posledných 20 rokov pamätajú. Dow Jones klesol o viac ako 175 bodov atď. Najväčším problémom je však to, že Fannie a Freddie sa chcú (resp. musia) zbaviť jednotlivých podielov akcionárov v oboch spoločnostiach. Ako povedal John Merrill, hlavný investičný funkcionár v Tanglewood Wealth Management: “Stupeň a hĺbka toho čo sa deje vo finančnom priemysle je nad čímkoľvek čo sme za posledné desaťročia videli.” Viem, že nie som ekonóm ani žiaden tomu podobný expert, takže moje slová sa budú zdať viac ako šialené tým, ktorí nimi sú, no aj tak – mám už plné zuby všetkých tých správ: ekonomika toto a ekonomika tamto. Viem, že sme na nej pravdepodobne viac ako závislí, že náš ďalší život závisí od cien tovarov, služieb, nafty atď. Ja však nechcem byť jej otrokom, ako je matka otrokom svojho rozmaznaného dieťaťa. Viem, že mlčať o súčasnej situácii neprispeje k jej zlepšeniu, no ani neustále klábosenie o nej k tomu neprispeje. Tak sa pýtam – bol by to skutočne až taký veľký problém, keby sme ekonomiku nechali aspoň na chvíľku tak? Len na chvíľočku, ako to robíme s dieťaťom, keď je príliš neposlušné?!

Chris Cantell Discusses Markets: Späť do školy: Nestabilná ekonomika zasahuje aj deti

Prázdniny sú každým dňom čoraz kratšie a kratšie a žiaci a študenti očakávajú svoj prvý deň v škole. Niektorí z nich to prežijú po prvýkrát, ale pre väčšinu z nich je to len ďalší obyčajný začiatok školského roka. Takže niektorí z nich sú už nedočkaví a tešia do školy. Ale u starších študentov toto väčšinou nehrozí, a teda nie sú touto skutočnosťou práve nadšení.

Začiatok školského roka väčšinou znamená menej voľnosti a zábavy pre žiakov a študentov, ale aj prázdnejšie vrecká pre ich rodičov. Zvlášť tento rok bude začiatok školského roka omnoho drahší, ako zvykol byť pominulé roky. Dôvodom, prečo je to tak, je vysoká cena ropy a pohonných hmôt. Hlavne v Spojených štátoch, kde majú špeciálne autobusy, ktoré deti vezú do školy aj zo školy po vyučovaní. Žiaci iba nasadnú pred svojím domom a autobus ich zavezie až priamo pred školu. A je to pre nich bezpečnejšie, ako by mali sami prechádzať cez križovatky. Je síce pravda, že asi iba polovica žiakov a študentov využíva túto možnosť, ale tento špás znamená aj obrovské náklady. A tieto náklady sú zabezpečované z rozpočtu školy, okresu a rodičov.

Niektorým okresom v Amerike sa podarilo prísť na pomerne dobré riešenie. A toto by malo ušetriť nejaké peniaze, ktoré sú potrebné na zabezpečenie dopravy do školy pred vyučovaním a zo školy po ňom. Týmto riešením je zrušenie pondelňajšieho vyučovania, aby študenti ostali doma a tým pádom by nebolo potrebné zabezpečovať dopravu. Takže školy a ostatní by ušetrili pomerne vysokú sumu. Samozrejme v tomto prípade by študenti zameškali všetky pondelňajšie hodiny a mali by nedostatky vo vzdelaní a vedomostiach, takže kvôli tomu musia v škole po všetky ostatné dni stráviť 10 minút navyše. Takmer každý toto považuje za skvelý nápad. Ale na druhej strane, niektorí ľudia sa môžu sťažovať, že budú musieť „zamestnať“ niekoho, kto sa im postará o ich dieťa tento jeden voľný deň v týždni. Ale tento nápad skrátiť školský týždeň, sa uchytil hlavne v dedinskej oblasti Minnesoty, kde ľudia poväčšine pracujú z domu, pretože sú väčšinou buď farmári alebo podnikatelia.

V každom prípade si myslím, že ľudia by asi prijali hocijaké lepšie riešenie alebo nápad, ako ušetriť peniaze a pritom žiť normálnym životom. Je to ťažké, keďže musia míňať peniaze taktiež na obedy pre svoje deti, ktoré sú znova drahšie, kupovať nejaké veci, ktoré deti v škole potrebujú, ako napríklad zošity, perá, pravítka, atď. rovnako ako aj nejaké nové veci na oblečenie. A mnoho z nich si takéto nebude môcť dovoliť, keď im nebude poskytnutá príležitosť na to, aby si mohli časť peňazí ušetriť...

Chris Cantell Discusses Markets: The stocks on Wall Street are falling

High oil prices, weak retail sales and still increasing inflation – this is the picture of last days. The economy is in recession. The U.S. dollar is weaker to some currencies, decreased to 109.64 yen, but the dollar gained against the euro, for one euro you can get 1.4651 dollars. The Dow Jones index lost 130 points, that is about 1,1%. The Standard&Poor´s 500 index lost 0,9% and the Nasdaq lost 1,4%. In July the oil prices were about 147 dollars a barrel and the stock market seemed to be at the bottom. Since that time oil prices have fallen and the stocks have recovered a little. But as the forecasts say this trend will not continue. The Producer Price index – a measure of inflation rose in July by 1,2% , what was more than double that expected the economists. The chain stores reported lower results, too. The Japanese shares are falling as they follow the drop on Wall Street. The Nikkei 225 index sank 300,40 points, or 2,28 percent, to 12,865.05. The Topix index slid 2,23 percent to 1,235.54. What are the reasons of this situation? The analytics see 3 reasons – the fear of credit crisis, the increasing price of crude oil and the decline of retail revenues. The stocks of two biggest American bond companies - Fannie Mae and Freddie Mac decreased by more than 20 percent. Both these corporations are government sponsored enterprises of the United States. They are authorized to make loans and loan guarantees.

Vysoké ceny ropy, nízke maloobchodné tržby a narastajúca inflácia – takto vyzerá situácia v posledných dňoch. Ekonomika je v recesii. Americký dolár zoslabol voči niektorým menám, poklesol na úroveň 109.64 jenov, ale voči euro získal, za jedno euro môžeš dostať 1.4651 dolára. Dow Jones index stratil 130 bodov, čo je 1,1%. Standard&Poor´s 500 index klesol o 0,9% a Nasdaq o 1,4%. V júli sa cena ropy pohybovala okolo 147 dolárov za barel a vyzeralo to tak, že trh s akciami je na dne. Od tej doby ceny ropy poklesli a akcie sa mierne zotavili. Podľa predpovedí však táto situácia nebude dlho pokračovať. PPI index, ktorý je meradlom inflácie, vzrástol v júli o 1,2%, čo bolo viac ako dvojnásobok toho, čo očakávali ekonómovia. Obchodné reťazce zaznamenali taktiež pokles. Japonské akcie poklesli, nakoľko kopírujú pokles na Wall Street. Nikkei 225 index klesol o 300,40 bodov, čo je 2,28%, na hodnotu 12,865.05. Topix index klesol o 2,23% na hodnotu 1,235.54. Aké sú dôvody tejto situácie? Analytici vidia 3 dôvody – obava z úverovej krízy, narastajúca cena ropy a pokles maloobchodných tržieb. Akcie dvoch najväčších amerických hypotekárnych spoločností – Fannie Mae a Freddie Mac poklesli o viac ako 20%. Obe tieto spoločnosti sú sponzorované vládou Spojených štátov amerických. Sú poverené poskytovaním pôžičiek a záruky pôžičiek.

Ve molam ni treba nešto novo za što možeme da zboruvame, a ne postojano da zboruvame za ekonomskata stagnacija i indeksite na pad ili bilo što. Se obložuvam deka ima mnogu temi koi može da bidat mnogu pointeresni od ovaa. Togaš zošto sme preplaveni so ovie informacii? Samo poradi toa što ekonomijata e razligaveno dete. Taa e kako našeto edinstveno dete koe postojano mora da se nadgleduva, koe postojano mora da bide gledano za da ne napravi nešto pogrešno. Toa e našata idnina i segašna gordost. I zatoa koga nešto ne e vo red, mnogu luge ednostavno ja zatvoraat, gledaat i se obiduvaat da napravat bilo što samo da go soprat procesot na degradacija. Za žal, ekonomijata (isto kako i deteto) teško deka ke go napravi toa što nie go posakuvame. I posle celiot napor da ja podobrime situacijata, nie povtorno ne uspevame.

Se razbira vestite od našite finansiski pazari se povtorno loši, možebi i pološi od što očekuvavme. I pokraj toa što ja koristam ovaa rečenica mnogu često, sekogaš ima situacija koja ke ne iznenadi. Tie se avtorizirani da davaat zaemi i garancii.

Oil jumps $5 on US-Russia tensions, sliding dollar

In the time when people have finally been reconciled with the oil price’s situation and they have been relatively calmer because of that, another hit came in few minutes. Some time the situation was quite good and the price of oil and petrol was constantly going down. But this changed immediately. So now the price of black gold started to rise again.

There was more than one reason for this change. The first were the climatic changes and tropical storms in Cuba. The second one, but probably more important and serious, was the agreement between United States and Poland, which relates to American rocket basement which should be build in this very state of Central Europe. And the main problem is that American biggest rival, Russia, has been against this agreement. So Russian officials have threatened the supply of oil for Poland will be cancelled. And this would mean a huge problem for Poland, while this country gets the most of the oil needs from Russia. And I think almost everybody is sure Russia can completely stop the supplies because it wouldn’t cause bigger problems for them. And because they are those who possess this crude they can put down the conditions as they like. They have even shrunk oil and nature gas supplies not only for Poland but also for Czech Republic which also signed similar agreement with the United States.

Another reason of increasing oil prices could be the “war” in Georgia. Russia has got their troops there because of some disorders. Later they have promised to detain them back what should mean calming down this conflict, but they haven’t fulfilled this promise.

Actually, everything has got some impact on the market with oil and gas and on its development, while they are the most important crude for states. Every country has got some crude inventories which should cover the demand for some time, but they are not eternal and it is possible they will lapse in short time.

So for now some countries have to use their own inventories more than in other time and for others this will probably mean more expensive petrol. Anyway, finally we will see the next movement of this situation. But everybody hopes it won’t be such bad and the price won’t reach a new peak...

V čase, keď boli už ľudia konečne zmierení so situáciou na trhu s ropou and relatívne pokojní, čo sa týka cien, prišiel v priebehu niekoľkých minút ďalší úder. Nejaký čas bola situácia pokojná a ceny ropy a pohonných hmôt postupne klesali. Ale to sa okamžite zmenilo. Takže teraz je cena čierneho zlata opäť na ceste zvyšovania.

Existuje viacero dôvodov, prečo sa táto zmena vyskytla. Prvým sú isté klimatické zmeny a tropické búrky na Kube. Druhým, ale pravdepodobne dôležitejším a závažnejším, bola dohoda medzi Poľskom a Spojenými štátmi, ktorá sa týka Americkej raketovej základne, ktorá by mala byť postavená práve v tomto štáte Strednej Európy. A najväčším problémom je, že najväčší súper Ameriky, Rusko, je proti tejto dohode. Takže predstavitelia Ruska sa vyhrážali, že zrušia dodávku ropy do Poľska. A toto by pre tento štát znamenalo obrovský problém, keďže väčšinu ropy, ktorú potrebuje, získava práve z Ruska. A myslím si, že takmer každý si je istý tým, že Rusi môžu úplne zastaviť dodávky, pretože by im to nespôsobilo takmer žiadne problémy. A pretože oni sú tí, ktorí vlastnia túto surovinu, môžu si určovať podmienky, aké sami chcú. Dokonca znížili objem dodávok ropy a zemného plynu nielen pre Poľsko, ale aj pre Českú republiku, ktorá s Američanmi uzavrela podobnú dohodu.

Ďalším dôvodom zvyšovanie cien ropy by mohla byť „vojna“ v Gruzínsku. Rusko tam poslalo svoje jednotky kvôli istým nepokojom. Neskôr sľúbili, že ich odtiaľ stiahnu, čím sa mal tento konflikt upokojiť, ale svoj sľub nedodržali.

Takže vlastne všetko má dosah na trh s ropou a plynom a jeho vývoj, keďže sú to najdôležitejšie suroviny pre štáty. Každá krajina síce má nejaké zásoby, aby pokryla dopyt na nejaký čas, ale tieto nie sú večné a onedlho sa môžu minúť.

Takže teraz musia niektoré krajiny využívať svoje zásoby viac ako inokedy a pre tie ostatné to bude asi znamenať drahšie pohonné látky. Každopádne nakoniec uvidíme, ako sa bude táto situácia vyvíjať. Ale každý dúfa, že to nebude až také zlé a cena nedosiahne nový vrchol...

Worries about Mac and Mae

The turbulent end of last week was partly caused by Wall Street’s angst about fallout from credit crisis .Stocks tumbled, soared and then fell, as investors tried to evaluate dangers faced by Fannie Mae and Freddie Mac, who are the biggest mortgage financers of the U.S.

The industrial average of Dow Jones slightly moved into positive territory on Friday, before ending down more than 125 points. All the big indexes ended with another losing week.

The focus of trading Friday was the destiny of the government-chartered companies. The fall of shares of Mae and Mac cause concerns about their stability, which worries Wall Street. It’s worried that a collapse of Mae and Mac would cause a shock to financial system. The Mac’s and Mae’s success is important because they hold approximately half the outstanding mortgages in the U.S.

Stocks fluctuated in the session amid different reports that the Federal Reserve could aid Freddie Mac and Fannie Mae. A Fed spokeswoman said, though, that the central bank had not discussed that with Mac and Mae.

It was said by some that Mac and Mae weren’t short of cash, but of access to capital. Jerry Webman, chief economist at Oppenheimer Funds Inc. said that “The issue is who is going to make good on the long-term debt, not who is going to provide them with short-term cash."

Dow was left down 128.48 to end at 11,100.54 falling to 10,977.68. Last time it traded below 11,000 in July 2006.

Other stock indicators logged declines too. The Standard & Poor's 500 index fell 13.90 to 1,239.49, and the Nasdaq composite index fell 18.77 to 2,239.08.
Wall Street moved into a bear market, which is a 20 percent fall from a recent peak, thanks to Friday’s drop. For the week, the Dow fell 1.67 percent, the S&P 500 by 1.85 percent and the Nasdaq by 0.28 percent.

Oil rose to a trading record of $147.27. For August delivery, it settled up $3.43 at $145.08.

Bond prices fell as investors worried a bailout of Fannie Mae and Freddie Mac could dent the government's credit.

Concerns about financials dominated trading. Freddie Mac fell 25 cents at $7.75. and Fannie Mae fell $2.95,to $10.25. Lehman Brothers Holdings Inc. fell $2.87, to $14.43.

Citigroup Inc. said it will sell its German retail banking operation to France's Credit Mutuel for $7.7 billion. Citi dropped 9 cents to $16.19.

Major names like JPMorgan Chase & Co. and Merrill Lynch & Co. JPMorgan fell $1.35 to $33.16 and Merrill drop $1.10 to $27.61.

The good news is that the U.S.’ trade deficit narrowed in May as exports climbed to all-time highs. But the good news didn’t really help the investors. On the New York Stock Exchange, the declining issues outnumbered the advancers by 2 to 1.

Turbulentný záver minulého týždňa bol čiastočne spôsobený hnevom Wall Street-u kvôli odpadu z kreditnej krízy. Akcie padli, zdvihli sa a zasa spadli, keď sa investori pokúšali zhodnotiť nebezpečenstvo, ktorému čelia Fannie Mae a Freddie Mac, najväčší hypotekárny finančníci Spojených štátov.

Industriálny priemer Dow Jones-u jemne prešiel na pozitívne územie, pred skončením na viac ako 125 bodov dole. Všetky veľké indexy skončili s ďalším stratovým týždňom.

Obchodný piatok sa sústredil na osud vládou-dotovaných spoločností. Pád podielov Mae-a a Mac-a spôsobili obavy o ich stabilitu, čo znervózňuje Wall Street. Má obavy, že kolaps Mac-a a Mae-a by spôsobili šok finančnému systému. Úspech Mac-a a Mae-a je dôležitý preto, lebo majú približne polovicu neuhradených hypoték v Spojených Štátoch.

Akcie kolísali na rokovaní medzi správami, že Federálna náhrada by mohla pomôcť Freddiemu Mac-ovi a Fanniemu Mae-ovi. Hovorkyňa Náhrady však povedala, že centrálna banka o tom s Macom a Mae-om nediskutovala.

Bolo povedané, že Mac a Mae nemali nedostatok financií, ale prístupu ku kapitálu. Jerry Webman, hlavný ekonóm v Opperheimer Funds Inc. povedal, že “Vec je tá, že kto urobí dobre v dlhodobom záväzku, nie kto im zabezpečí krátkodobú hotovosť.“

Wall Street sa vďaka piatkovému pádu presunul do trpiteľského trhu, čo je 20 percentný pokles z nedávneho vrcholu. V ten týždeň Dow klesol o 1.85 percenta a Nasdaq o 0.28 percenta.

Obchodná cena oleja dosiahla rekord $147.27. Na August sa ustálila o $3.43 vyššie na $145.08.

Ceny cenných papierov klesli keďže sa investori obávali, že zlá situácia Fannieho Mae-a a Freddieho Mac-a by mohli poškodiť dôveryhodnosť vlády.

Chris Cantell Discusses Markets: New rules for mortgages

On Monday the Fed approved new rules to crack down on abusive lending practices. Its new plan will restrict some lending practices that were prominent in the housing crisis.

Free standards of lending in ‘housing boom’ days ended up burning borrowers with low incomes or tarnished credit, because they got loans they couldn’t afford.

And exactly because of this, the new rules will forbid lenders from making loans with no proof of borrower’s earnings. Lenders will have to ensure that borrowers set some money aside to pay the taxes and insurance.

Lenders won’t be able to penalize borrowers who pay loans off too early. “Prepayment” penalties are forbidden if the payment may change during the first four years of the mortgage. Otherwise, a penalty cannot be imposed in the first two years of the mortgage.

Lenders will also have to consider a borrower’s ability to repay a home loan from other sources than the home’s value.

According to critics the Fed’s failure to restrict some of lending practices some time ago ‘helped’ the mortgage meltdown.

And since today there are fewer home-buyers, the new rules might not be really tested for some time, and some of the shady practices haven’t even survived, thanks to the mortgage meltdown.

The president of Heritage National Mortgage in Grand Rapids, Pava Leyrer, says that lenders have tightened their standards already. He said that the situation of people "a year ago may have been completely different than it is now. I can't find loans for them and they're good borrowers."

The plan for all the mortgages is advertising, which will contain additional info about loan features and will not be misleading.

Also, companies servicing mortgages must credit a mortgage payment to the homeowner's account on the day it is received. Brokers and others are banned from "coercing or encouraging" an appraiser to misrepresent the value of a home.
Lenders are worried that the rules could shrink mortgage options for people and harden obtaining financing.

According to Kieran Quinn, chairman of the Mortgage Bankers Association, the rules are a "thoughtful effort to tackle difficult concerns" and will be carefully reviewed. The plan doesn’t concern current loans; it will only apply to new ones.
Most of the rules take effect on October 1, except for the escrow provisions taking effect in April 2010.

Fannie and Freddie facing financial problems

On Sunday, July 13 2008, the Treasury Department agreed to rise Fannie and Freddie’s credit lines above the current $2.25 billion each and buy shares to strengthen their finances if needed. Fannie and Freddie together finance about half of U. S. homes and are seen vital for stabilizing the worst housing crisis since the Great Depression. Fannie and Freddie own or guarantee $5 trillion of debt which is nearly half the value of all U. S. mortgages. The situation on the housing market is really hard nowadays. Friday’s failure of mortgage lender IndyMac Bancorp Inc., the third-largest bank collapse in U. S. history, reminded us of that. The shares of important banks including National City and Washington Mutual were injured and fell sharply. The Treasury Department wants Congress to approve temporary increase in credit line for Fannie and Freddie. Its size should be determined by Treasury Secretary Henry Paulson and the lending should be short-term. Fannie and Freddie rely mostly on regular debt auctions for funding. On Monday, $3 billion of the debt from Freddie was sold. Fannie announced that it will sell $3 billion of debt on Wednesday. After the announcement of the pledge of the Treasury department stocks rised, but they fell later again as the result of the investors fear of the slowing down economy. Freddie Mac shares fell 8.3 percent to end at $7.11 and Fannie Mae lost 5.1 percent to close at $9.73. Their shares were very volatile over the recent days. Billionaire investor George Soros told that “This incident (Fannie and Freddie) is not the last one and we are facing the most serious financial crisis of our lifetime.”

V pondelok Federácia schválila nové pravidlá aby zmiernila nevhodné pôžičkové postupy. Jej nový plán obmedzí niektoré pôžičkové postupy, ktoré boli významné v ubytovacej kríze.

Voľné štandardy pôžičiek počas ´ubytovacieho boomu´ skončili zničením vypožičiavateľov s nízkymi platmi alebo poškvrnenou dôveryhodnosťou, pretože dostali pôžičky, ktoré si nemohli dovoliť.

A presne preto, nové pravidlá zakážu požičiavateľom dávať pôžičky bez nejakého dôkazu zárobkov vypožičiavateľov. Požičiavatelia sa budú musieť uistiť že vypožičiavatelia si odkladajú nejaké peniaze na zaplatenie daní a poistenia.

Požičiavatelia nebudú môcť penalizovať vypožičiavateľov, ktorí splatia pôžičky príliš skoro. Tresty za „predplatenie“ sú zakázané, ak sa platby môžu počas prvých štyroch rokov hypotéky. V iných prípadoch, pokuta nemôže byť udelená v prvých dvoch rokoch hypotéky.

Požičiavatelia budú tiež musieť zvážiť schopnosť vypožičiavateľa zaplatiť pôžičku na dom z iných zdrojov ako z hodnoty domu.

Podľa kritikov zlyhanie Federácie obmedziť niektoré pôžičkové postupy pred nejakým časom pomohlo pádu hypoték.

Keďže v súčasnosti je oveľa menej kupcov domovov, nové pravidlá nebudú nejaký čas otestované, a niektoré nespoľahlivé praktiky ani neprežili, vďaka pádu hypoték.

Požičiavatelia sa obávajú, že pravidlá by mohli obmedziť možnosti hypoték pre ľudí a sťažiť získavanie financovania.

Podľa Kieran Quinn, prezidenta Mortgage Bankers Association, pravidlá sú “ohľaduplnou snahou brániť sa náročným obavám” a budú starostlivo kontrolované. Plán sa netýka súčasných úrokov; bude sa týkať iba tých nových.

Väčšina pravidiel nadobudne platnosť 1. Októbra.

V nedeľu 13. júna 2008 Ministerstvo financií USA súhlasilo so zvýšením úverového stropu pre spoločnosti Fannie a Freddie nad súčasnú úroveň $2.25 miliardy pre každú z nich, aby posilnilo ich financie v prípade, že to bude potrebné. Fannie a Freddie spoločne financujú cca. polovicu domácností v USA a sú považované za dôležitý prvok v stabilizácii najhoršej krízy v oblasti bytovej otázky od čias Veľkej depresie. Fannie a Freddie vlastnia alebo ručia za $5 biliónov dlhov, čo je skoro polovica hodnoty všetkých hypoték v USA. Situácia na bytovom trhu je v súčasnosti veľmi ťažká. Pripomenul nám to aj piatkový krach poskytovateľa hypoték spoločnosti IndyMac Bancorp Inc., 3. najväčší bankový kolaps v histórii USA. Ministerstvo financií žiada od Kongresu, aby súhlasil s dočasným zvýšením úverového limitu pre spoločnosti Fannie a Freddie. Jeho veľkosť by mal určiť minister financií Henry Paulson a pôžička by mala byť krátkodobá. Fannie a Freddie sa z veľkej časti spoliehajú na pravidelný odpredaj dlhov ako zdroj financovania. V pondelok boli odpredané 3 miliardy dlhu spoločnosti Freddie. Spoločnosť Fannie ohlásila, že v stredu bude odpredávať 3 miliardy svojho dlhu. Po oznámení záruky Ministerstvom financií hodnota akcií spoločností vzrástla, ale neskôr poklesla ako výsledok obáv investorov zo spomaľujúcej sa ekonomiky. Akcie Freddie Mac klesli o 8.3 percent na $7.11 a akcie Fannie Mae stratili 5.1 percent a uzatvárali na $9.73. Akcie týchto spoločností preukázali v posledných dňoch vysokú volatilitu. Miliardársky investor George Soros vyhlásil, že „ Tento incident (Fannie a Freddie) nebol posledným a čelíme najvážnejšej finančnej kríze všetkých dôb.

Difficulties in American economy

According to the chairman of Federal Reserve, Ben Bernanke, American economy is facing many difficulties, in spite of Fed’s steps like interest rate reductions.

Also, Bernanke warned that increasing costs of food and energy are rising inflation risks, even though official are trying hard to cope with various economical problems. All these problems, as Bernanke said, represent “significant downside risks” to the growth of economy and it will grow much below its trend rate over the rest of the year.

President George Bush attempted to be encouraging and said; „The bottom line is this: We're going through a tough time." and "I believe we will come through this challenge stronger than ever before."

Only two days before the Bernanke’s testimony, the Fed and the Treasury Department offered to help financially to two mortgage giants, Freddie Mac and Fannie Mae.

Mac and Mae hold or guarantee more than $5 trillion in mortgages, which is nearly the half of the nation's total, and the Bush administration asked Congress to increase lines of credit to Mac and Mae and to let the government buy their stock. The companies may draw emergency loans, as Fed let them.

Sen. Christopher J. Dodd said that the tries to rescue Mac and Mae raises questions "about the nature of the economic crisis facing our nation, about the ability of these proposals to address this crisis effectively, and about the burden that the American taxpayer potentially is being asked to carry."

As for the inflation, it is still high and according to Bernanke, it “seems likely to move temporarily higher in the near term”. The Labor Department reported that the prices jumped 1.8 percent in June, which left inflation rising over the past year at the fastest pace in more than a quarter-century.

In June, the Fed ended it almost a year long rate-cutting campaign exactly because of growing worries about inflation. The Fed thinks inflation will be higher this year than previously thought, with prices rising 4.2 percent under one inflation measure.

Bernanke said that "In general, healthy economic growth depends on well-functioning financial markets," and "Consequently, helping the financial markets to return to more normal functioning will continue to be a top priority."

The “job one”, as Bernanke said, is strengthening regulatory oversight of Fannie and Freddie. He also said that legislative efforts to stabilize the housing market are very important.

The Mac and Mae problems followed the failure of IndyMac, a big bank. "Its failure was inevitable," Bernanke said because the bank was weighed down by low-quality mortgages.

As for the growth, it will be slow but not as bad as previously forecast, thanks to the government's $168 billion stimulus. The unemployment rate, which could rise 5.7 percent this year, is the same as earlier projections.

NEW YORK - Oil prices fell Tuesday as fears that record fuel prices are going to evoke the third big sell-off in just over a week. The crude plunged 4.4 percent to settle at $138.74 a barrel in this, for America, very volatile economic period. Prices at one point plummeted more than $10 from the day's high, while prices record was written down only on Friday reaching $147.27 a barrel. In present retail gas prices at the pump station in the U.S. remained at a record near $4.11 a gallon, Diesel rose six-tenths of a penny to its own high of $4.83 a gallon.
Dispite the dollar fell to a new low against the euro, which is considered to be the biggest marked decline in dollar terms since the Gulf War, oil prices remain no lower than they were a week ago. The weaker dollar has driven prices sharply higher in recent months, attracting investors to pump money into oil. Following creation of a so called "hedge" against inflation, has made crude cheaper for overseas buyers.
Market observers cautioned the turnaround may not indicate a lasting shift in sentiment. But it underlines investor uncertainty about the sustainability of high prices and their potentially long-lasting effects on the broader economy.
President Bush continued to press the Democratic-run Congress to open up new areas to offshore oil drilling. Even the president lifted a ban on Continental Shelf drilling Monday, Congressional prohibition still remains.
However, the U.S. economy is ailed by further difficulties. Experts warn that rising prices for energy and food could also elevate the risks of inflation. At the same time, the Labor Department reported that wholesale inflation jumped by 1.8 percent last month, a larger-than-expected gain. Though, over the past year, wholesale prices have risen 9.2 percent.

Analitičarite gledaat tri pričini - stravot od kreditnata kriza, zgolemenata cena na surovata nafta i padot na prihodite od prdažbata. Akciite na dvete najgolemi kompanii - Fannie Mae i Freddie Mac se namalija za poveke od 20%. I dvete korporacii se pretprijatija sponzorirani od vladata na SAD. Tie se avtorizirani da davaat zaemi i garancii.

Oil jumps $5 on US-Russia tensions, sliding dollar

In the time when people have finally been reconciled with the oil price’s situation and they have been relatively calmer because of that, another hit came in few minutes. Some time the situation was quite good and the price of oil and petrol was constantly going down. But this changed immediately. So now the price of black gold started to rise again.

There was more than one reason for this change. The first were the climatic changes and tropical storms in Cuba. The second one, but probably more important and serious, was the agreement between United States and Poland, which relates to American rocket basement which should be build in this very state of Central Europe. And the main problem is that American biggest rival, Russia, has been against this agreement. So Russian officials have threatened the supply of oil for Poland will be cancelled. And this would mean a huge problem for Poland, while this country gets the most of the oil needs from Russia. And I think almost everybody is sure Russia can completely stop the supplies because it wouldn’t cause bigger problems for them. And because they are those who possess this crude they can put down the conditions as they like. They have even shrunk oil and nature gas supplies not only for Poland but also for Czech Republic which also signed similar agreement with the United States.

Another reason of increasing oil prices could be the “war” in Georgia. Russia has got their troops there because of some disorders. Later they have promised to detain them back what should mean calming down this conflict, but they haven’t fulfilled this promise.

Actually, everything has got some impact on the market with oil and gas and on its development, while they are the most important crude for states. Every country has got some crude inventories which should cover the demand for some time, but they are not eternal and it is possible they will lapse in short time.

So for now some countries have to use their own inventories more than in other time and for others this will probably mean more expensive petrol. Anyway, finally we will see the next movement of this situation. But everybody hopes it won’t be such bad and the price won’t reach a new peak...

V čase, keď boli už ľudia konečne zmierení so situáciou na trhu s ropou and relatívne pokojní, čo sa týka cien, prišiel v priebehu niekoľkých minút ďalší úder. Nejaký čas bola situácia pokojná a ceny ropy a pohonných hmôt postupne klesali. Ale to sa okamžite zmenilo. Takže teraz je cena čierneho zlata opäť na ceste zvyšovania.

Existuje viacero dôvodov, prečo sa táto zmena vyskytla. Prvým sú isté klimatické zmeny a tropické búrky na Kube. Druhým, ale pravdepodobne dôležitejším a závažnejším, bola dohoda medzi Poľskom a Spojenými štátmi, ktorá sa týka Americkej raketovej základne, ktorá by mala byť postavená práve v tomto štáte Strednej Európy. A najväčším problémom je, že najväčší súper Ameriky, Rusko, je proti tejto dohode. Takže predstavitelia Ruska sa vyhrážali, že zrušia dodávku ropy do Poľska. A toto by pre tento štát znamenalo obrovský problém, keďže väčšinu ropy, ktorú potrebuje, získava práve z Ruska. A myslím si, že takmer každý si je istý tým, že Rusi môžu úplne zastaviť dodávky, pretože by im to nespôsobilo takmer žiadne problémy. A pretože oni sú tí, ktorí vlastnia túto surovinu, môžu si určovať podmienky, aké sami chcú. Dokonca znížili objem dodávok ropy a zemného plynu nielen pre Poľsko, ale aj pre Českú republiku, ktorá s Američanmi uzavrela podobnú dohodu.

Ďalším dôvodom zvyšovanie cien ropy by mohla byť „vojna“ v Gruzínsku. Rusko tam poslalo svoje jednotky kvôli istým nepokojom. Neskôr sľúbili, že ich odtiaľ stiahnu, čím sa mal tento konflikt upokojiť, ale svoj sľub nedodržali.

Takže vlastne všetko má dosah na trh s ropou a plynom a jeho vývoj, keďže sú to najdôležitejšie suroviny pre štáty. Každá krajina síce má nejaké zásoby, aby pokryla dopyt na nejaký čas, ale tieto nie sú večné a onedlho sa môžu minúť.

Takže teraz musia niektoré krajiny využívať svoje zásoby viac ako inokedy a pre tie ostatné to bude asi znamenať drahšie pohonné látky. Každopádne nakoniec uvidíme, ako sa bude táto situácia vyvíjať. Ale každý dúfa, že to nebude až také zlé a cena nedosiahne nový vrchol...

Worries about Mac and Mae

The turbulent end of last week was partly caused by Wall Street’s angst about fallout from credit crisis .Stocks tumbled, soared and then fell, as investors tried to evaluate dangers faced by Fannie Mae and Freddie Mac, who are the biggest mortgage financers of the U.S.

The industrial average of Dow Jones slightly moved into positive territory on Friday, before ending down more than 125 points. All the big indexes ended with another losing week.

The focus of trading Friday was the destiny of the government-chartered companies. The fall of shares of Mae and Mac cause concerns about their stability, which worries Wall Street. It’s worried that a collapse of Mae and Mac would cause a shock to financial system. The Mac’s and Mae’s success is important because they hold approximately half the outstanding mortgages in the U.S.

Stocks fluctuated in the session amid different reports that the Federal Reserve could aid Freddie Mac and Fannie Mae. A Fed spokeswoman said, though, that the central bank had not discussed that with Mac and Mae.

It was said by some that Mac and Mae weren’t short of cash, but of access to capital. Jerry Webman, chief economist at Oppenheimer Funds Inc. said that “The issue is who is going to make good on the long-term debt, not who is going to provide them with short-term cash."

Dow was left down 128.48 to end at 11,100.54 falling to 10,977.68. Last time it traded below 11,000 in July 2006.

Other stock indicators logged declines too. The Standard & Poor's 500 index fell 13.90 to 1,239.49, and the Nasdaq composite index fell 18.77 to 2,239.08.
Wall Street moved into a bear market, which is a 20 percent fall from a recent peak, thanks to Friday’s drop. For the week, the Dow fell 1.67 percent, the S&P 500 by 1.85 percent and the Nasdaq by 0.28 percent.

Oil rose to a trading record of $147.27. For August delivery, it settled up $3.43 at $145.08.

Bond prices fell as investors worried a bailout of Fannie Mae and Freddie Mac could dent the government's credit.

Concerns about financials dominated trading. Freddie Mac fell 25 cents at $7.75. and Fannie Mae fell $2.95,to $10.25. Lehman Brothers Holdings Inc. fell $2.87, to $14.43.

Citigroup Inc. said it will sell its German retail banking operation to France's Credit Mutuel for $7.7 billion. Citi dropped 9 cents to $16.19.

Major names like JPMorgan Chase & Co. and Merrill Lynch & Co. JPMorgan fell $1.35 to $33.16 and Merrill drop $1.10 to $27.61.

The good news is that the U.S.’ trade deficit narrowed in May as exports climbed to all-time highs. But the good news didn’t really help the investors. On the New York Stock Exchange, the declining issues outnumbered the advancers by 2 to 1.

Turbulentný záver minulého týždňa bol čiastočne spôsobený hnevom Wall Street-u kvôli odpadu z kreditnej krízy. Akcie padli, zdvihli sa a zasa spadli, keď sa investori pokúšali zhodnotiť nebezpečenstvo, ktorému čelia Fannie Mae a Freddie Mac, najväčší hypotekárny finančníci Spojených štátov.

Industriálny priemer Dow Jones-u jemne prešiel na pozitívne územie, pred skončením na viac ako 125 bodov dole. Všetky veľké indexy skončili s ďalším stratovým týždňom.

Obchodný piatok sa sústredil na osud vládou-dotovaných spoločností. Pád podielov Mae-a a Mac-a spôsobili obavy o ich stabilitu, čo znervózňuje Wall Street. Má obavy, že kolaps Mac-a a Mae-a by spôsobili šok finančnému systému. Úspech Mac-a a Mae-a je dôležitý preto, lebo majú približne polovicu neuhradených hypoték v Spojených Štátoch.

Akcie kolísali na rokovaní medzi správami, že Federálna náhrada by mohla pomôcť Freddiemu Mac-ovi a Fanniemu Mae-ovi. Hovorkyňa Náhrady však povedala, že centrálna banka o tom s Macom a Mae-om nediskutovala.

Bolo povedané, že Mac a Mae nemali nedostatok financií, ale prístupu ku kapitálu. Jerry Webman, hlavný ekonóm v Opperheimer Funds Inc. povedal, že “Vec je tá, že kto urobí dobre v dlhodobom záväzku, nie kto im zabezpečí krátkodobú hotovosť.“

Chris Cantell Discusses Markets: New rules for mortgages

On Monday the Fed approved new rules to crack down on abusive lending practices. Its new plan will restrict some lending practices that were prominent in the housing crisis.

Free standards of lending in ‘housing boom’ days ended up burning borrowers with low incomes or tarnished credit, because they got loans they couldn’t afford.

And exactly because of this, the new rules will forbid lenders from making loans with no proof of borrower’s earnings. Lenders will have to ensure that borrowers set some money aside to pay the taxes and insurance.

Lenders won’t be able to penalize borrowers who pay loans off too early. “Prepayment” penalties are forbidden if the payment may change during the first four years of the mortgage. Otherwise, a penalty cannot be imposed in the first two years of the mortgage.

Lenders will also have to consider a borrower’s ability to repay a home loan from other sources than the home’s value.

According to critics the Fed’s failure to restrict some of lending practices some time ago ‘helped’ the mortgage meltdown.

And since today there are fewer home-buyers, the new rules might not be really tested for some time, and some of the shady practices haven’t even survived, thanks to the mortgage meltdown.

The president of Heritage National Mortgage in Grand Rapids, Pava Leyrer, says that lenders have tightened their standards already. He said that the situation of people "a year ago may have been completely different than it is now. I can't find loans for them and they're good borrowers."

The plan for all the mortgages is advertising, which will contain additional info about loan features and will not be misleading.

Also, companies servicing mortgages must credit a mortgage payment to the homeowner's account on the day it is received. Brokers and others are banned from "coercing or encouraging" an appraiser to misrepresent the value of a home.
Lenders are worried that the rules could shrink mortgage options for people and harden obtaining financing.

According to Kieran Quinn, chairman of the Mortgage Bankers Association, the rules are a "thoughtful effort to tackle difficult concerns" and will be carefully reviewed. The plan doesn’t concern current loans; it will only apply to new ones.
Most of the rules take effect on October 1, except for the escrow provisions taking effect in April 2010.

Fannie and Freddie facing financial problems

On Sunday, July 13 2008, the Treasury Department agreed to rise Fannie and Freddie’s credit lines above the current $2.25 billion each and buy shares to strengthen their finances if needed. Fannie and Freddie together finance about half of U. S. homes and are seen vital for stabilizing the worst housing crisis since the Great Depression. Fannie and Freddie own or guarantee $5 trillion of debt which is nearly half the value of all U. S. mortgages. The situation on the housing market is really hard nowadays. Friday’s failure of mortgage lender IndyMac Bancorp Inc., the third-largest bank collapse in U. S. history, reminded us of that. The shares of important banks including National City and Washington Mutual were injured and fell sharply. The Treasury Department wants Congress to approve temporary increase in credit line for Fannie and Freddie. Its size should be determined by Treasury Secretary Henry Paulson and the lending should be short-term. Fannie and Freddie rely mostly on regular debt auctions for funding. On Monday, $3 billion of the debt from Freddie was sold. Fannie announced that it will sell $3 billion of debt on Wednesday. After the announcement of the pledge of the Treasury department stocks rised, but they fell later again as the result of the investors fear of the slowing down economy. Freddie Mac shares fell 8.3 percent to end at $7.11 and Fannie Mae lost 5.1 percent to close at $9.73. Their shares were very volatile over the recent days. Billionaire investor George Soros told that “This incident (Fannie and Freddie) is not the last one and we are facing the most serious financial crisis of our lifetime.”

Chris Cantell Discusses Markets: Nové pravdilá pre pôžičky

V pondelok Federácia schválila nové pravidlá aby zmiernila nevhodné pôžičkové postupy. Jej nový plán obmedzí niektoré pôžičkové postupy, ktoré boli významné v ubytovacej kríze.

Voľné štandardy pôžičiek počas ´ubytovacieho boomu´ skončili zničením vypožičiavateľov s nízkymi platmi alebo poškvrnenou dôveryhodnosťou, pretože dostali pôžičky, ktoré si nemohli dovoliť.

A presne preto, nové pravidlá zakážu požičiavateľom dávať pôžičky bez nejakého dôkazu zárobkov vypožičiavateľov. Požičiavatelia sa budú musieť uistiť že vypožičiavatelia si odkladajú nejaké peniaze na zaplatenie daní a poistenia.

Požičiavatelia nebudú môcť penalizovať vypožičiavateľov, ktorí splatia pôžičky príliš skoro. Tresty za „predplatenie“ sú zakázané, ak sa platby môžu počas prvých štyroch rokov hypotéky. V iných prípadoch, pokuta nemôže byť udelená v prvých dvoch rokoch hypotéky.

Požičiavatelia budú tiež musieť zvážiť schopnosť vypožičiavateľa zaplatiť pôžičku na dom z iných zdrojov ako z hodnoty domu.

Podľa kritikov zlyhanie Federácie obmedziť niektoré pôžičkové postupy pred nejakým časom pomohlo pádu hypoték.

Keďže v súčasnosti je oveľa menej kupcov domovov, nové pravidlá nebudú nejaký čas otestované, a niektoré nespoľahlivé praktiky ani neprežili, vďaka pádu hypoték.
Prezident Heritage National Mortgage in Grand Rapids, Pava Leyrer, hovorí, že situácia ľudí “pred rokom mohla byť úplne iná ako je teraz. Neviem pre nich nájsť pôžičky a sú to dobrí vypožičiavatelia.”

Plán pre všetky hypotéky je reklama, ktorá bude obsahovať dodatočné informácie o funkciách pôžičiek a nebude zavádzajúca.

Taktiež, spoločnosti poskytujúce hypotéky musia kreditovať hypotekárnu platbu na účet vlastníka domova v deň, keď je získaná. Bankoví agenti a nebudú môcť „nútiť a nabádať“ znalcov, aby skreslili ceny domovov.

Požičiavatelia sa obávajú, že pravidlá by mohli obmedziť možnosti hypoték pre ľudí a sťažiť získavanie financovania.

Podľa Kieran Quinn, prezidenta Mortgage Bankers Association, pravidlá sú “ohľaduplnou snahou brániť sa náročným obavám” a budú starostlivo kontrolované. Plán sa netýka súčasných úrokov; bude sa týkať iba tých nových.

Väčšina pravidiel nadobudne platnosť 1. Októbra.

V nedeľu 13. júna 2008 Ministerstvo financií USA súhlasilo so zvýšením úverového stropu pre spoločnosti Fannie a Freddie nad súčasnú úroveň $2.25 miliardy pre každú z nich, aby posilnilo ich financie v prípade, že to bude potrebné. Fannie a Freddie spoločne financujú cca. polovicu domácností v USA a sú považované za dôležitý prvok v stabilizácii najhoršej krízy v oblasti bytovej otázky od čias Veľkej depresie. Fannie a Freddie vlastnia alebo ručia za $5 biliónov dlhov, čo je skoro polovica hodnoty všetkých hypoték v USA. Situácia na bytovom trhu je v súčasnosti veľmi ťažká. Pripomenul nám to aj piatkový krach poskytovateľa hypoték spoločnosti IndyMac Bancorp Inc., 3. najväčší bankový kolaps v histórii USA. Poškodené boli aj akcie takých dôležitých bánk ako sú National City a Washington Mutual, ktoré prudko poklesli. Ministerstvo financií žiada od Kongresu, aby súhlasil s dočasným zvýšením úverového limitu pre spoločnosti Fannie a Freddie. Jeho veľkosť by mal určiť minister financií Henry Paulson a pôžička by mala byť krátkodobá. Fannie a Freddie sa z veľkej časti spoliehajú na pravidelný odpredaj dlhov ako zdroj financovania. V pondelok boli odpredané 3 miliardy dlhu spoločnosti Freddie. Spoločnosť Fannie ohlásila, že v stredu bude odpredávať 3 miliardy svojho dlhu. Po oznámení záruky Ministerstvom financií hodnota akcií spoločností vzrástla, ale neskôr poklesla ako výsledok obáv investorov zo spomaľujúcej sa ekonomiky. Akcie Freddie Mac klesli o 8.3 percent na $7.11 a akcie Fannie Mae stratili 5.1 percent a uzatvárali na $9.73. Akcie týchto spoločností preukázali v posledných dňoch vysokú volatilitu. Miliardársky investor George Soros vyhlásil, že „ Tento incident (Fannie a Freddie) nebol posledným a čelíme najvážnejšej finančnej kríze všetkých dôb.

Difficulties in American economy

According to the chairman of Federal Reserve, Ben Bernanke, American economy is facing many difficulties, in spite of Fed’s steps like interest rate reductions.

Also, Bernanke warned that increasing costs of food and energy are rising inflation risks, even though official are trying hard to cope with various economical problems. All these problems, as Bernanke said, represent “significant downside risks” to the growth of economy and it will grow much below its trend rate over the rest of the year.

President George Bush attempted to be encouraging and said; „The bottom line is this: We're going through a tough time." and "I believe we will come through this challenge stronger than ever before."

Only two days before the Bernanke’s testimony, the Fed and the Treasury Department offered to help financially to two mortgage giants, Freddie Mac and Fannie Mae.

Mac and Mae hold or guarantee more than $5 trillion in mortgages, which is nearly the half of the nation's total, and the Bush administration asked Congress to increase lines of credit to Mac and Mae and to let the government buy their stock. The companies may draw emergency loans, as Fed let them.

Sen. Christopher J. Dodd said that the tries to rescue Mac and Mae raises questions "about the nature of the economic crisis facing our nation, about the ability of these proposals to address this crisis effectively, and about the burden that the American taxpayer potentially is being asked to carry."

As for the inflation, it is still high and according to Bernanke, it “seems likely to move temporarily higher in the near term”. The Labor Department reported that the prices jumped 1.8 percent in June, which left inflation rising over the past year at the fastest pace in more than a quarter-century.

In June, the Fed ended it almost a year long rate-cutting campaign exactly because of growing worries about inflation. The Fed thinks inflation will be higher this year than previously thought, with prices rising 4.2 percent under one inflation measure.

Bernanke said that "In general, healthy economic growth depends on well-functioning financial markets," and "Consequently, helping the financial markets to return to more normal functioning will continue to be a top priority."

The “job one”, as Bernanke said, is strengthening regulatory oversight of Fannie and Freddie. He also said that legislative efforts to stabilize the housing market are very important.

The Mac and Mae problems followed the failure of IndyMac, a big bank. "Its failure was inevitable," Bernanke said because the bank was weighed down by low-quality mortgages.

As for the growth, it will be slow but not as bad as previously forecast, thanks to the government's $168 billion stimulus. The unemployment rate, which could rise 5.7 percent this year, is the same as earlier projections.

Chris Cantell Discusses Markets: Oil prices plummet amid economic fear

NEW YORK - Oil prices fell Tuesday as fears that record fuel prices are going to evoke the third big sell-off in just over a week. The crude plunged 4.4 percent to settle at $138.74 a barrel in this, for America, very volatile economic period. Prices at one point plummeted more than $10 from the day's high, while prices record was written down only on Friday reaching $147.27 a barrel. In present retail gas prices at the pump station in the U.S. remained at a record near $4.11 a gallon, Diesel rose six-tenths of a penny to its own high of $4.83 a gallon.
Dispite the dollar fell to a new low against the euro, which is considered to be the biggest marked decline in dollar terms since the Gulf War, oil prices remain no lower than they were a week ago. The weaker dollar has driven prices sharply higher in recent months, attracting investors to pump money into oil. Following creation of a so called "hedge" against inflation, has made crude cheaper for overseas buyers.
Market observers cautioned the turnaround may not indicate a lasting shift in sentiment. But it underlines investor uncertainty about the sustainability of high prices and their potentially long-lasting effects on the broader economy.
President Bush continued to press the Democratic-run Congress to open up new areas to offshore oil drilling. Even the president lifted a ban on Continental Shelf drilling Monday, Congressional prohibition still remains.
However, the U.S. economy is ailed by further difficulties. Experts warn that rising prices for energy and food could also elevate the risks of inflation. At the same time, the Labor Department reported that wholesale inflation jumped by 1.8 percent last month, a larger-than-expected gain. Though, over the past year, wholesale prices have risen 9.2 percent.

Worries about Mac and Mae

The turbulent end of last week was partly caused by Wall Street’s angst about fallout from credit crisis .Stocks tumbled, soared and then fell, as investors tried to evaluate dangers faced by Fannie Mae and Freddie Mac, who are the biggest mortgage financers of the U.S.

The industrial average of Dow Jones slightly moved into positive territory on Friday, before ending down more than 125 points. All the big indexes ended with another losing week.

The focus of trading Friday was the destiny of the government-chartered companies. The fall of shares of Mae and Mac cause concerns about their stability, which worries Wall Street. It’s worried that a collapse of Mae and Mac would cause a shock to financial system. The Mac’s and Mae’s success is important because they hold approximately half the outstanding mortgages in the U.S.

Stocks fluctuated in the session amid different reports that the Federal Reserve could aid Freddie Mac and Fannie Mae. A Fed spokeswoman said, though, that the central bank had not discussed that with Mac and Mae.

It was said by some that Mac and Mae weren’t short of cash, but of access to capital. Jerry Webman, chief economist at Oppenheimer Funds Inc. said that “The issue is who is going to make good on the long-term debt, not who is going to provide them with short-term cash."

Dow was left down 128.48 to end at 11,100.54 falling to 10,977.68. Last time it traded below 11,000 in July 2006.

Other stock indicators logged declines too. The Standard & Poor's 500 index fell 13.90 to 1,239.49, and the Nasdaq composite index fell 18.77 to 2,239.08.
Wall Street moved into a bear market, which is a 20 percent fall from a recent peak, thanks to Friday’s drop. For the week, the Dow fell 1.67 percent, the S&P 500 by 1.85 percent and the Nasdaq by 0.28 percent.

Oil rose to a trading record of $147.27. For August delivery, it settled up $3.43 at $145.08.

Bond prices fell as investors worried a bailout of Fannie Mae and Freddie Mac could dent the government's credit.

Concerns about financials dominated trading. Freddie Mac fell 25 cents at $7.75. and Fannie Mae fell $2.95,to $10.25. Lehman Brothers Holdings Inc. fell $2.87, to $14.43.

Citigroup Inc. said it will sell its German retail banking operation to France's Credit Mutuel for $7.7 billion. Citi dropped 9 cents to $16.19.

Major names like JPMorgan Chase & Co. and Merrill Lynch & Co. JPMorgan fell $1.35 to $33.16 and Merrill drop $1.10 to $27.61.

The good news is that the U.S.’ trade deficit narrowed in May as exports climbed to all-time highs. But the good news didn’t really help the investors. On the New York Stock Exchange, the declining issues outnumbered the advancers by 2 to 1.

Turbulentný záver minulého týždňa bol čiastočne spôsobený hnevom Wall Street-u kvôli odpadu z kreditnej krízy. Akcie padli, zdvihli sa a zasa spadli, keď sa investori pokúšali zhodnotiť nebezpečenstvo, ktorému čelia Fannie Mae a Freddie Mac, najväčší hypotekárny finančníci Spojených štátov.

Industriálny priemer Dow Jones-u jemne prešiel na pozitívne územie, pred skončením na viac ako 125 bodov dole. Všetky veľké indexy skončili s ďalším stratovým týždňom.

Obchodný piatok sa sústredil na osud vládou-dotovaných spoločností. Pád podielov Mae-a a Mac-a spôsobili obavy o ich stabilitu, čo znervózňuje Wall Street. Má obavy, že kolaps Mac-a a Mae-a by spôsobili šok finančnému systému. Úspech Mac-a a Mae-a je dôležitý preto, lebo majú približne polovicu neuhradených hypoték v Spojených Štátoch.

Akcie kolísali na rokovaní medzi správami, že Federálna náhrada by mohla pomôcť Freddiemu Mac-ovi a Fanniemu Mae-ovi. Hovorkyňa Náhrady však povedala, že centrálna banka o tom s Macom a Mae-om nediskutovala.

Bolo povedané, že Mac a Mae nemali nedostatok financií, ale prístupu ku kapitálu. Jerry Webman, hlavný ekonóm v Opperheimer Funds Inc. povedal, že “Vec je tá, že kto urobí dobre v dlhodobom záväzku, nie kto im zabezpečí krátkodobú hotovosť.“

Ďalšie indikátore akcií tiež naznačili pokles. Index 500 Štandardu a Chudoby klesol o 13.90 na 1,239.49 a index kompozitu Nasdaq padol o 18.77 na 2,239.08.
Wall Street sa vďaka piatkovému pádu presunul do trpiteľského trhu, čo je 20 percentný pokles z nedávneho vrcholu. V ten týždeň Dow klesol o 1.85 percenta a Nasdaq o 0.28 percenta.

Obchodná cena oleja dosiahla rekord $147.27. Na August sa ustálila o $3.43 vyššie na $145.08.

Ceny cenných papierov klesli keďže sa investori obávali, že zlá situácia Fannieho Mae-a a Freddieho Mac-a by mohli poškodiť dôveryhodnosť vlády.
